Purpose of Memorandum:
Sonoma County Alliance (SCA) will provide Windsor and surrounding area players a positive, stable and unified Division 1 club that allows players to reach their full potential as a person and a soccer player.
This Memorandum of Understanding is an extension of Sonoma County Alliances Operational Guidelines.
The following amends Sonoma County Alliance Operational Guidelines (see appendix a) to include Windsor Youth Soccer League (WYSL).
This memorandum can only be modified with approval of SCA’s and WYSL boards.
The terms of the memorandum are for three years effective January 1 2008.

All teams will be named “Sonoma County Alliance” (SCA). Regional, gender and age group designations will be appended to the name to establish unique identification.

SCA teams formed in Windsor will be named 'SCA North'
1:04 Affiliation:

Teams registered as 'SCA – North' will be directly affiliated with WYSL in relationship to United States Youth Soccer Association (USYSA). SCA North Teams will be registered through WYSL for United States Youth Soccer Association (USYSA).
Teams registered as 'SCA – North' team will be directly affiliated with SCA in our relationship to US Club Soccer. SCA North Teams will be registered through SCA for US Club Soccer

No SCA North Teams will be formed in age groups U15 and above.

WYSL will provide two positions to SCA's Board a SCA North Youth Coordinator and SCA North WYSL representative. Positions are two-year positions and sit on SCA's executive committee.

SCA North Youth Coordinator: Liaison to Committee for U8 through U10 age groups. Assists these age groups in making the transition to class I play. This position is elected position. Term is two years.
SCA North WYSL Representative: Serves as a liaison to WYSL. This position is appointed by WYSL. This position will hold a 1-year term; there is no limit to re-appointments. The representative must be a voting member of the WYSL board. SCA’s board will vote to approve the WYSL provided SCA North WYSL representative.

SCA's Executive Committee will hear member complaints. If not resolved by Executive Committee, a protest and appeals committee will be assembled to include the Club Co-Chair, a member from the parent league (WYSL Board), and member from the Policy and Directives Committee. Should the member be dissatisfied with the decision of the appeals committee, they will be referred to the parent league, WYSL for further appeal.

WYSL is responsible for the determination of registration fees for CYSA DV registration costs, WYSL league fees. These WYSL specific fees are to be included in SCA player financial agreement(s).

WYSL is responsible for paying for CYSA DV registration costs, Windsor field expenses, and CYSA referee costs.

SCA North teams may hold fundraisers approved by SCA and WYSL within the guidelines of affiliated governing bodies. Profits will be reported to the Club Treasurer.

WYSL will not form Division 1 teams.
