SCA Board Meeting Minutes – February 13, 2006
Friday, 24 February 2006
The meeting was called to order at 6:30 p.m. by Tony Behen.

Dave D. was appointed by Tony to address the By-Laws in the Operational Guidelines.  Dave will form a committee to examine the document.  At the December 12, 2005 meeting,  a motion was made and carried to designate the positions of Referee Coordinator and NorCal Representative as voting positions, due to the amount of commitment these positions require.  (One of these votes replaces the RPSL Representative’s vote.)

Travel and Expense Policy – Food per diem is currently $45 – this amount is possibly out-of-date.  The IRS has changed the travel expense allowed, as well.  Terry will research and report back.

DOC Proposal – Registration fee is increasing.  Proposal adds Goalkeeping fee to share across Club.  Hoek Camp and tournaments are not included.  If proposal is accepted, length of agreement needs to be decided.  Discussion stated to continue next week.

Newly elected SCA Coordinator, Tony Behen, called Team Rep meeting to order at 7 p.m.

Introductions were made for newly elected Youth Coordinator – Katya Anderson, and Booster/Fundraiser – David  Rabbitt.  Terry Catton will serve as Treasurer.  Outgoing treasurer, Kathi Dolcini, was thanked for her service during this past season.

Awards Night – Katya provided the specifics for the awards’ ceremony and ice cream social, which shall take place this Thursday, February 16th at the Elks’ Lodge, 6 – 8 p.m.  See website for MapQuest link for directions to Elks’ Lodge.  Parents are asked to make sure that their children behave appropriately in the facility as this will determine future use of the building by groups.  Parents are also asked to refrain from visiting the bar.  Olders Awards Night -   Committee will be formed to plan a BBQ and friendly game for this celebration.  The PYSL president will attend this event.  Joni Lewis was appreciated for her years of spirited service to the Club.

2006 Tryouts – Karen reminded all to pre-register your child.  JoAnn Figone and Marsha Caprara are assisting Karen but help is still needed.  Gina Monraz was thanked for translating  the tryout form into Spanish.

Team Registration and Meetings – will take place at the Lucchesi Center from 5- 9 p.m. on either March 14th or 15th.  This will be a three segment meeting with Visionary Presentation by Josh and Andrew, Treasurer, and Registration.  It may also include a Uniform presentation/order time.

Fields – David gave an update on the ongoing search for land.  April 12th is the date that the property
On Washington, across from Prince Park, reverts back to the City of Petaluma from the developer.  David spoke with Supervisor Mike Kerns about possibilities outside the city limits.  Suggestion was made to write to our City Councilmen re need for synthetic fields which are able to pay for themselves within 10 years.

Andrew Ziemer, named as DOC for United -  previously United’s technical director.  Andrew will work directly with coaches to assure a consistent curriculum between Class I & III programs.

Uniforms – All teams must return GOALIE JERSEYS to Kim Behen by February 21st.  NUMBERED praftice tees need to be returned as well, or players will be charged $10.  Also, return borrowed jerseys.  Next year all teams will wear PUMA uniforms.  Sweats are optional.  Uniform kit includes a backpack.  Uniforms are in stock so players will have uniforms for Spring Nor Cal games.  New merchandise will be available at the Awards’ Nite.  Practice tees will be sold for $5.  Kim needs to borrow garment racks.

PYSL February Meeting –There was a respectable SCA presence at this meeting.  In the past PYSL and RPSL have covered the Winter League fees (approximately $300 - $500) for Olders.  In  Division III these fees have increased to $900 so we need to monitor what is happening with our fees.  The numbers of teams participating determines the increase in fees.  District pays for Fall fees – there is potential for Olders to approach District to discuss future fees and responsibility for payment.

DOC Report – NorCal Winter Finals saw the U-11B win the Silver Division, U11G – second in the Bronze division, and U12G place second in the their division.  Josh attended a recent NorCal meeting.
State Cup Update:  Sweet 16 – U11B, U11G, U12G & U13G – U11B and U13G moved onto the Elite 8 (quarterfinals.)  Draw is posted for the Olders.  CalCup:  SCA doesn’t recommend that out teams attend.  
Tryouts:  Our coaches will not be making calls to recruit players from other areas.  Olders:  will be traveling to the Nomads tournament in Las Vegas.  End of  Season Finances:   Josh and Kathi D. are working these out.

NorCal Registration:  NorCal moved registration up six weeks to improve scheduling.  Dave is registering the teams.

Fundraising Opportunity:  Snack stand in Rohnert Park needs to be manned from April through August on Thursday evenings.  If your team is interested, contact Terry C. by e-mail.
2006 Budget Proposal – any new check requests need to be submitted to Terry C.  If your season is finished , treasurer should provide players’ names/ending balance of players not continuing with Div. I or III to Terry C.

Referee Program Report – Dana met with Kevin Tasselmeyer and Jeff Kendall of PYSL re program.  SCA and United require two adult refs on each team – they are each asked to officiate five games, other than their child’s, over the season.    Possibility of holding $200 in escrow, per team, re upholding their referee responsibility, is being considered.  Team representatives are encouraged to talk with their team about the challenge of consistently providing referees.  There is also a proposal of increased pay matching increased level of referee.  Danny Ortega directed that this issue go through our PYSL league first.

SCA Club Direction – Tony presented “Proposed SCA Objectives for 2006.”  He asked that representatives gather input re such from team parents.  

Fireworks Booth – privately owned location is being sought for a booth.  If you have a possibility, please contact Kathi Ferrari.

Lucchesi Field Closed on February 16th.

Team Representatives deaprted at 8:20 p.m.

8:35 p.m. – Motion made and carried (4-3-1) to accept “Proposal of Full Funding”  for 2006-07 season.  Option to lengthen agreement is tied into DOC Contract.  

Current Player Assistance from PYSL is $2500.  Gina Monraz will coordinate Player Assistance at this time.
